Nicole, however., tells Bembe that she is not going anywhere since she has not done anything wrong. Inspector Bembe tells Nicole that it is criminal to disobey the Mayor after she admits she had not executed the Mayor's demand issued the previous day, but claims she has an obligation to do what is right, not to obey blindly.
